In the UK, tipping is the not the norm. Instead, it is a special reward for exceptional service. It would be highly unusual to tip a maid in a hotel, or in a bar. Some people would find it offensive to be offered a tip, or unable to accept one.

Here in Spain tipping is totally discretionary. The English habit of leaving 10% is still looked on in amazement, the Spanish normally leave a little loose change. Waiting staff here are seen as skilled, valuable members of staff and are paid quite well.

In some countries they simply don't tip. If the service was poor, don't feel obligated to leave a tip. Tip from your heart! Give what you feel the person gave you, and I'm not just talking about the bread they brought you. Percentage means nothing!
