When processing Credit Cards use http://ip-lookup.net and enter in the ip address that you are receiving the payment from. If it is a foreign country or isn't close to the cc address entered, you would want to contact the customer.

If you see a visitor from the same ip address trying to make a charge on many different credit cards and they keep declining... but yet the visitor gets one credit card that to go through ... then you may have fraud...
