Sleep in a hostel. This is consider cheaper than when you stay in a hotel. And many of them also strategically located in the city center.

Many hotels, even the smaller ones, offer free shuttle service to and from the airport. Ask about it when you're booking your stay.

Bid for a room on an online auction such as Priceline.com. It's a strategy that won't work well when a lot of visitors or major events are in town, but at other times, you're bound to find large hotels with rooms they want to rent at a discount.

If available, take public transit. Most of the time, it's not as scary as you think, and you can get around the city for a fraction of the cost. If you feel concerned, don't carry your purse and/or have someone travel around with you.
